All campus units must comply with the University Credit and Retail Sales Act, 110 ILCS 115/0.01-2. The University Credit and Retail Sales Act prohibits the University from operating, leasing space for, permitting or authorizing, on property owned or leased by the University, retail sales of lines of general merchandise that could reasonably be expected to compete with private retail merchants in the community unless:
The Act further prohibits the University from permitting or authorizing a business to sell goods, services, or a combination of goods and services to the general public where such business can reasonably be expected to compete with private retail merchants in the community unless those merchants have an opportunity to compete for the operation of that business on the property.
Campus units may distribute small items of memorabilia, such as mugs, T-shirts, or similar items with authorized logos to students, alumni, and supporters, provided that such items shall not be marketed to the general public. Consistent with applicable University policies, campus units are encouraged to use local, licensed manufacturers to produce these items.
If a campus unit desires to engage in a new retail operation or expand the range of goods sold, the unit must contact the Associate Vice Chancellor/Director of Auxiliary Services to review the proposed activity and make a determination regarding the proposed activity.
