State Library Act Compliance (Draft)

The Illinois State Library requires public universities to deposit certain publications under the State Library Act (15 ILCS 320/21) and 23 Illinois Administrative Code 3020.120. Recent updates to the law (Public Act 103-0738) clarify expectations for institutions of higher education.

The Illinois State Library is currently updating the Administrative Code to reflect new guidelines for the types of publications to be deposited. Once finalized, campus procedures and this CAM entry will be revised accordingly.

For now, units responsible for issuing university publications should:

  • Submit electronic publications to EDI@ilsos.gov along with:
    • Title of the publication
    • Year of publication
    • Name of the agency or university unit
    • Brief description of the item
    • Signature of the person depositing the material and their contact information
  • If a publication is distributed in physical format, two physical copies must also be mailed to:
    • Illinois State Library
      Government Documents Section
      300 S. Second Street
      Springfield, IL 62701-1796

“Publication” is defined broadly under Public Act 103-0738 as any information published by state agencies for public distribution, regardless of format. This may include reports, newsletters, brochures, directories, or digital files such as PDFs and web publications. However, correspondence, inter-office memoranda, and confidential publications are excluded.
