Operation of Electronic Devices While Operating University Vehicles and Equipment
Purpose
To protect the safety of University faculty, staff, and students, and ensure compliance with any and all State of Illinois laws and regulations.
Scope
This policy applies to all University employees, and includes but is not limited to the use of: cellular phones, text messaging devices, paging devices, personal digital assistants and laptop computers.
Authority
Effective January 1, 2010, Illinois State Law bans the use of text messaging while driving, and makes it illegal to talk on cell phones while driving in highway construction or school zones. (See Public Act 096-0130, Illinois Vehicle Code)
Employees who violate this policy may be subject to disciplinary actions, up to and including discharge.
Policy
The use of hand-held, hands-free or other mobile electronic devices by University vehicle or equipment operators is prohibited, unless the vehicle is out of the traffic right-of-way, parked and not moving.
Processes/Procedures/Guidelines
Employees whose job responsibilities include operating vehicles, whether regularly or occasionally, are expected to refrain from using any electronic device while driving. Safety must come before all other concerns.
Regardless of the circumstances, employees are to pull off to the side of the road and safely stop the vehicle before placing or accepting calls, checking messages, or any other electronic communication.
Exceptions
The policy does not include any audio equipment or any equipment installed in a motor vehicle for the purpose of providing navigation, emergency assistance to the operator or video entertainment to the passengers in the rear seats of such motor vehicle.
