Project Management Fees on Capital Projects

Purpose

To ensure that Capital Project budgets fairly and appropriately include the anticipated and actual costs associated with Facilities & Services’ (F&S) management of those projects.

Scope

This policy applies to all Capital Projects managed by F&S or co-managed by F&S, including:

  • Capital construction projects managed by F&S
  • Feasibility studies (e.g., master plans, site surveys, conceptualizations, and cost estimates)
  • Capital Development Board projects co-managed by F&S
  • Public-Private Partnership projects co-managed by F&S

Authority

This policy is implemented under the authority of the Associate Vice Chancellor of Facilities & Services.

Policy

All Capital Projects must bear the actual costs of the F&S project management function.

Each Capital Project shall include a Project Management Fee (PM Fee) budget line to cover the anticipated costs of F&S project oversight. The PM Fee must be commensurate with the scope and scale of the specific project.

F&S personnel will charge their actual time spent on project management activities to the PM Fee budget line. The applicable hourly rate will be based on the current Service Rate for the respective F&S shops.

Definitions

Capital Project:
A construction project with a total budget exceeding the $250,000 construction sealed bid limit (30 ILCS 500/30-30), or one requiring a professional services contract for construction-related services (e.g., architectural, engineering, or land surveying services), regardless of dollar value.

Service Rates:
Hourly Service Rates are determined in accordance with System government costing guidelines. Rates are updated periodically as defined by those guidelines and are published on the F&S website: https://fs.illinois.edu/service-rates/.
