Purpose

To ensure that endowed landscapes meet applicable standards and enhance and support the appearance of the University of Illinois and units on the Urbana-Champaign campus.

Scope

This policy applies to all endowed landscapes located on the Urbana Campus, at Allerton Park and Retreat Center, and the Arboretum.

Authority

This policy is implemented under the authority of the Executive Director of Facilities & Services.

Policy

To have an endowed landscape, a monetary gift or a gift-in-kind must be made to the Campus. All gifts are to be processed through the University of Illinois Foundation. Facilities & Services, the Allerton Park and Retreat Center, and the Arboretum will recommend minimum gift levels that will be approved by the Vice Chancellor for Institutional Advancement.

Definitions

Endowed landscapes are exterior spaces on the Campus that are designated in honor or in memorial to a person or group, and are developed and maintained according to specific guidelines agreed upon by the donor and the University.

Endowed landscapes recognize gifts from one or more donors to the University. These gifts may be given to an endowment fund, a current use fund, or they may be a gift-in-kind.

Processes/Procedures/Guidelines

Process

• The applicant shall begin the process by completing Exhibit A and forwarding it on to the Director of Planning, Facilities & Services, Physical Plant Service Building, 1501 South Oak Street, Champaign, IL 61820.
• A monetary gift or a gift-in-kind must be made to the University. The amount of this gift will be established by the Director of Planning and the Allerton Park and Retreat Center or the Arboretum, and will be based on the proposed scope of the project and required future maintenance.
• All costs in conjunction with the replacement of the landscape as described under Article 4 will be incurred by the Endowed Landscape Program as administered by the Director of Planning, the Allerton Park and Retreat Center, or the Arboretum.
• The Director of Planning, and the Allerton Park and Retreat Center or the Arboretum will provide the following:
  1. The development plan, unless the donor wishes to engage a professional outside the University to create a plan.
  2. All materials and labor as required to install and to maintain the landscape unless the materials and labor are a gift-in-kind.
  3. All labor required to install and maintain a commemorative plaque.

Guidelines

1. All gifts are to be processed through the University of Illinois Foundation.
2. The naming of landscapes must be approved by the Board of Trustees. (Refer to Naming Campus Facilities and Programs)
3. Endowed landscapes may be located on Campus, at Allerton Park and Retreat Center, and the Arboretum.
4. The Director of Planning and the Allerton Park and Retreat Center or the Arboretum, after consultation with a donor, reserves the right to determine and or design all landscapes, which are also subject to review by the Campus Site Review Committee, the Chancellor’s Advisor on Architecture and Master Planning and appropriate university officials. The scope of some projects may require the approval of the Chancellor’s Design Advisory Committee and the Chancellor’s Capital Review Committee.
5. For the duration of its life span, each landscape will be maintained by the appropriate campus unit.
6. After installation, the endowed landscape will be photographed, sited from two or more reference points, and its description will be recorded, placed on file with the Facilities & Services Maintenance Division, and a copy forwarded to the donor of the gift, the University of Illinois Foundation, Director of Planning, and when appropriate the Allerton Park and Retreat Center or the Arboretum. All records associated with each landscape will be maintained for the duration of each landscape’s life span by the Facilities & Services Maintenance Division, the Allerton Park and Retreat Center, or the Arboretum.
7. If a landscape declines or becomes unsightly due to disease, vandalism, or acts of God (aesthetic judgments to be determined by the Director of Planning, the Allerton Park and Retreat Center, or the Arboretum) within ten years of the planting or installation, it will be removed and a replacement will be installed in the name of the donor.
8. A standard campus plaque will be displayed and maintained at the landscape site. On Campus or in the Arboretum, the plaque shall be a cast aluminum, bronze finished no larger than 18” X 24”. At the Allerton Park and Retreat Center, the plaque should be an etched stainless steel plaque (consistent with the plaque in the Avenue of the Chinese Musicians) and shall be no larger than 18” X 24”. The F&S Director of Planning and the Allerton Park and Retreat Center, or the Arboretum will develop exact wording and layout for each plaque after receiving advice from the donor. Prior to printing of each plaque, a mock-up will be sent to the donor for a review of accuracy. Items of information to be included on each plaque will be limited to the following:
   1. Person or organization the landscape commemorates.
   2. Detailed information about the landscape such as plant species or design intent.
   3. Name of donor (optional); when more than one donor is involved, a collective name such as “Friends of” or “Family of” will be implemented.
   4. Date planted or installed.
9. If unforeseen construction (such as utility repair) causes the removal of an endowed landscape within twenty (20) years of the time the landscape is developed, the landscape will be repaired.
10. All records and recognition measures will be updated and renewed in conjunction with any changes in the landscape.
11. The details of all landscape repairs will be determined by the Director of Planning, the Allerton Park and Retreat Center, or the Arboretum.
